    Building Resource Centres

A key component of ICEE's strategy is that of building sectoral resources and capacity in the area of elementary education. Resultantly, we have built long term partnerships with organisations that have substantial experience of working in education, specifically in teacher training, with schools and children, and with state systems of education, and in education research and the development of teaching-learning material. Currently the resource centres are as follows:

  • Centre for Learning Resources
  • Eklavya Foundation
  • Digantar
  • Pratham Mumbai Education Initiative
  • Vidya Bhawan Education Resource Centre (VBERC)

These institutions work as resource centres, furthering thoughts and ideas in education, action research and publication activities which are of importance to elementary education. Resource Centres strive to fill the intellectual and practice-related gaps which exist in the system today, through, but not exclusively, working alongside existing government education institutions such as DIETs (District Institutes of Education and Training) and SCERTs (State Councils for Educational Research and Training) which are not functioning as mandated or envisaged. The latter category of institutions urgently require capacity-building engagement —which is where institutions of higher education such as universities, or non-government resource organisations can play a pivotal role. In the long term, ICEE hopes to build a critical mass of Resource Centres in order to catalyse sustainable change in the education system.

Specifically, Resource Centres have expertise in undertaking basic training with a range of educational functionaries including teachers, teacher educators and administrators in specific curricular areas such as language, mathematics, science and social science as well and also on theoretical aspects i.e. how children learn and what is worth teaching. Additionally, they conduct educational research of quantitative and qualitative nature, and conceptualise and implement programmes that can demonstrate change in important curricular, pedagogical and governance practices. Building links with higher education institutions, they can offer courses to other organisations working in elementary education and officials.

Centre for Learning Resources

The Centre for Learning Resources (CLR) is a not-for-profit educational institution, based in Pune. It focuses on improving the quality of early childhood care and education (ECCE) as well as elementary education (EE) available to disadvantaged children in rural and urban regions of the country. CLR functions as a resource organisation developing material and training methodology, and conducting research in ECCE and EE, providing technical services and taking on capacity-building activities for government and non-government organisations.

Eklavya Foundation

Starting from 2002, ICEE has provided institutional support to Eklavya Foundation, an organisation based in Madhya Pradesh which works towards innovative action in curriculum development, teacher training, textbook development, teaching learning material development, education research, with an aim to improving the quality of school education in India. Eklavya also works with governments as a resource agency and runs various programmes in collaboration with state and private institutions.

Digantar

Digantar Shiksha Evam Khelkud Samiti (Digantar) is a voluntary organisation based in Jaipur, Rajasthan. It has done important work in pedagogy, curriculum and material development, and providing resource support to other agencies. With institutional supported provided by ICEE, Digantar works as a resource centre.

Pratham Mumbai Education Initiative

ICEE has collaborated with Pratham Mumbai in the area of Early Childhood Care and Education (ECCE), and has supported the establishment of the Pratham ECCE Resource Centre which conducts research and trainings in the area of ECCE.

Vidya Bhawan Education Resource Centre (VBERC)

The Vidya Bhawan Education Resource Centre (VBERC) as a part of Vidya Bhawan Society works to strengthen the provision of elementary education across the country, acting as a resource organisation in areas of teacher training, curriculum and material development, research and publication. ICEE has supported the VBERC to work in each of these areas and collaborate with other government and non-government organisations.
